Kathmandu– Parliament Service Day is being observed today across the country with a variety of programmes to commemorate the establishment of the autonomous parliamentary service, which operates separately from the civil service.
Observed annually on Mangsir 28, the day marks the creation of the Parliament Service as an independent entity in 2058 BS. To mark the occasion, the Federal Parliament Secretariat has organized several activities.
As provided under Article 207 of the Constitution of Nepal, a separate secretariat is mandated to manage and operate the Federal Parliament, with its structure and functions governed by federal law. In line with this constitutional provision, the parliamentary service functions under its own act rather than the Civil Service Act, making it a specialized, autonomous, and professional institution.
Parliament Service Day is observed each year to recognize the establishment of the parliamentary service through a separate legal framework aimed at strengthening the effectiveness, dignity, and professionalism of parliamentary practices.
The parliamentary service plays a vital role in providing administrative and technical support to the Federal Parliament, the highest representative body of the state. The Federal Parliament Secretariat supplies essential manpower, information, technology, and physical resources required for parliamentary operations. Its specialized operational framework has been instrumental in facilitating legislative processes and parliamentary proceedings.
