Kathmandu- Kathmandu Metropolitan City Mayor Balendra Shah (Balen) and former Nepal Electricity Authority Managing Director Kulman Ghising did not attend the political integration programme of the Rastriya Swotantra Party (RSP) held on Monday at the National Assembly building.
The programme, described by the party as a major integration event, brought together former leaders of the Nagarik Unmukti Party and activists from the Tharuhat/Tharuwan movement. While the hall was packed with cadres and supporters, neither Balen Shah nor Kulman Ghising—both frequently mentioned as potential alternative political figures—were present.
According to leaders close to Mayor Shah, there was no formal plan or invitation for him to attend the event. Although some individuals considered close to Balen were seen at the venue, he himself did not participate. Similarly, leaders close to Ghising were largely absent, and Ghising was not given any formal prominence in the programme.
RSP President Rabi Lamichhane dominated the stage, with large portraits displayed on both sides. Addressing the gathering, Lamichhane projected strong confidence about the party’s prospects in the upcoming House of Representatives elections scheduled for Falgun 21. In a symbolic remark, he told party Vice President Dr Swarnim Wagle, “Dr Saap, start writing the budget for the coming year,” implying expectations of electoral success and government leadership.
The event featured cultural performances reflecting Tharu identity, including traditional dress, music and dance, alongside political speeches. Cadres who could not enter the hall gathered outside, creating a festival-like atmosphere around the venue.
Several leaders and election aspirants expressed optimism about the growing influence of alternative political forces. RSP leaders also highlighted the Gen-Z movement as a key political force, claiming that the interim political environment has weakened traditional parties psychologically. Party figures said the elections are increasingly becoming polarized between old parties and alternative forces advocating governance reform, anti-corruption measures, and youth leadership.
During the programme, a formal political integration agreement was signed between the RSP, Nagarik Unmukti Party leaders, and Tharuhat/Tharuwan activists. The nine-point agreement commits the unified group to economic and social transformation through structural reforms, while embracing the Gen-Z movement. It also states that the party will continue under the name Rastriya Swotantra Party, retaining its election symbol and flag.
Despite speculation around prominent independent figures, Monday’s programme made it clear that the integration process is currently centered on RSP’s organizational structure and leadership, with Rabi Lamichhane firmly at the forefront.
