Kathmandu- The Government of Nepal and the Nation, Nationality, Religion, Culture and Civil Defense Campaign, Nepal, led by Durga Prasai, have reached an agreement addressing the campaign’s 27-point set of demands.
The agreement was signed between Minister for Communications and Information Technology Jagdish Kharel, who coordinated the government’s negotiation team, and Durga Prasai on behalf of the Maha Abhiyan. The deal follows a series of discussions held between the two sides over recent weeks.
Earlier, on October 26, the campaign had formally submitted its 27-point demand letter to the Ministry of Home Affairs. The document was handed over by Madhav Prasad Khatiwada, representing the Prasai-led group, during talks with Home Minister Om Prakash Aryal.
The demands put forward by the campaign are wide-ranging and politically significant. They include calls for the repeal of the current constitution, the restoration of a constitutional monarchy, and the establishment of a directly elected executive prime minister. The group has also demanded that these fundamental political changes be decided through a national referendum.
On the economic front, the campaign has sought the waiver of loans taken from banks and financial institutions, the nationalization of banks, and the separation of banks and entrepreneurs through the creation of risk funds. A central demand stresses that “Nepal should be built by Nepalis,” with policies designed to create an environment where Nepali citizens can conduct business and generate employment within the country.
The agreement also reflects demands related to state restructuring. The campaign has called for the abolition of the provincial system, proposing a return to the earlier administrative structure of five development regions, 14 zones, and 75 districts.
Culturally and ideologically, the Maha Abhiyan has demanded that Nepal be declared a Hindu state with a constitutional monarchy, aligned with Vedic Sanatan Dharma, while also recognizing Buddhist and Kirat traditions.
While the government has confirmed that an agreement has been signed, detailed implementation modalities and timelines related to the 27-point demands have not yet been made public.
